Who was L. Peckinpaugh?

There’s a fire aboard a steamer named The Queen and L. Peckinpaugh, a mysterious show girl, saves a boat load of women and children with a song. The year is 1904, and the place is the mouth of the Columbia River, known by many as The Graveyard of the Pacific.
